Abstract
Across the nation, education reform efforts to improve the academic achievement of immigrant, migrant and refugee children in U. S. public schools are beginning to show measurable improvements. Meeting the needs of these non-English proficient students for an equal educational opportunity remains a challenge, but the past dozen years have generated more effective models than the earlier bilingual programs that failed to deliver on their promise. My presentation will trace the evolution in second language acquisition theory for this population, changes in state laws and the practical classroom applications that are producing clear gains in academic performance of English Language Learners in California, New York, Arizona and Massachusetts.
